Up through the beginning of the 19th century, firearms in the United States were all made the same way: by hand, by local craftsmen. Every gun was individually made by craftsmen with years of training behind them. The process was slow. Every gun was distinct. Unfortunately, if any part of a gun were to break, the gun either had to be sent back to a gunsmith or discarded altogether. Armies could not keep supplies of parts because each part was unique to the gun. Each part carried its own tolerances and was different in size and shape.
From Tannery to Rifle Design
John Hall was born in 1781 in the town of Portland, Maine. Like most boys of his age, he worked in his father’s tannery until he was old enough to set up his own woodworking and boat-building shop in 1810, where he would tinker with guns in his spare time. He later served in the militia and began focusing his time on increasing the rapidity of loading. On May 21, 1811, Hall patented a single-shot, breech-loading rifle in collaboration with Washington, D.C., architect Dr. William Thornton. He began manufacturing his new rifles at the rate of 50 per year until the United States Army Ordnance Corps ordered 200 rifles in December 1814.
Interchangeable Parts and the Harper’s Ferry Contract
Hall recognized individually fitted parts as the factor slowing rifle production and adapted his breech-loading design to accept interchangeable parts. Hall proposed the concept of interchangeable parts to the Army in June 1816 and earned a contract for 1,000 of the “Model 1819” Hall rifles from the War Department. To fulfill the contract, Hall spent more than five years (and $150,000 of government funds) at Harper’s Ferry Arsenal, where he occupied an old sawmill on a small island on the Shenandoah River called Virginius Island.

Water Power and Machine Tools
At Harper’s Ferry, Hall employed novel methods to achieve a higher speed of production and the use of interchangeable parts. Hall used water power and a system of leather belts and pulleys to power his machines at an unusual pace, while most artisans used hand cutters and files. He employed metal-cutting machines fitted with cutters and saws in place of standard heavy labor, made from cast-iron frames to ensure structural integrity and minimize vibrations from the mill’s belts.

Proving the System
The 1825 Field Test
Hall’s contract for 1,000 rifles was completed in 1825. A three-man committee deployed by the US Ordnance Department verified Hall’s process in fulfilling his rifle contract. A subsequent field test was administered: a company of 38 men was given 10 minutes to load and fire at targets 100 yards distant.
The Results Compared
The company scored 164 hits (35% of the 464 shots fired) with conventional muzzle-loading rifles and 208 hits (25% of the 845 shots fired) with the faster-loading, but less accurate, army-issue smooth-bore muskets, compared to 430 hits (36% of the 1,198 shots fired) with Hall’s rifles. Hall’s rifle design was proven to work so well that it underwent only minimal changes through the end of the Model 1819’s run in 1853. By 1842, 23,500 rifles and 13,682 Hall-North carbines had been produced, most at Harper’s Ferry.
A Legacy That Reshaped American Industry
Hall would continue working to develop mass-produced weapons with interchangeable parts. His process and methods were later used at Springfield and at other armories across the country. Through his methods, the country learned to produce mass products through machines rather than individual labor. His machines became so successful that most required only minimal, unskilled labor to operate. In many factories, young boys could be employed at cheaper wages than their more talented and skilled elders to run the machines. Industrialization, not artisans, could produce what the country needed, at lower prices. Industrial work became available to all ages, employing more people at younger ages.
Hall’s Final Years
Hall worked at Harper’s Ferry until 1840 and died on February 26, 1841, in Randolph County, Missouri. He left behind a legacy for the country to follow.
